Important Rules to Know

FSA are governed by the IRS. Below is a list of important rules that you need to be familiar with:

Expenses Must Be Prospective

You can use current plan year Healthcare FSA or Daycare FSA funds to pay for current plan year expenses but you cannot use current plan year Healthcare FSA or Daycare FSA funds to pay for expenses incurred prior to the start of the current plan year.

Receipts

Be sure to keep copies of all of your receipts; including those for services paid for with the Benefits MasterCard.

Benefits MasterCard Transactions

Some transactions will require you to send a copy of your receipt after your purchases. Proficient Benefits Solutions will notify you when it’s time to send a copy.

Use or Lose Rule

Any amount that is left in your Healthcare FSA or Daycare FSA account at the end of the plan year that is unclaimed is forfeited. Plan carefully and be conservative in your estimates.

Claim Filing Deadline

There is a deadline for filing all claims. The deadline applies either at the end of the plan year or from your termination date. This deadline for filing all claims can be found in the Summary Plan Description for your employer’s plan.

For the Dependent Care Account

The most you can set aside is $5,000 if single or married and filing jointly or $2,500 if married and filing separately. The person whose expenses you are claiming must be:

  • Your qualifying child under the age of 13, who shares the same residence with you; or
  • Your spouse or qualifying child or qualifying relative who is physically or mentally unable to care for him/herself who shares the same residence with you and has income less than the Federal exemption amount.

Benefits MasterCard

Avoid out-of-pocket expenses with the Benefits MasterCard. Use your card to pay for a variety of eligible healthcare services and products for individuals covered under your plan. The card can be used at any qualified service provider that accepts MasterCard. Funds are automatically transferred from the benefit account directly to qualified providers with no out-of-pocket cost and no need to file a claim for reimbursement.

Most major retail chains utilize a system that will automatically verify the eligibility of the service product being purchased, meaning it will approve eligible expenses without requiring submission of receipts. If a purchase is greater than your account balance, you can split the cost at the register or you may submit a manual claim.

Using your card for Dental or Vision expenses? We recommend snapping a picture of your itemized receipts. In the event your transaction cannot be automatically verified as an eligible expense we will request a copy of the itemized receipt (or Explanation of Benefits) to verify the expense.

As long as you do not have a break in participation, you can use your card for multiple years, until the expiration date printed on the card. If you are still a participant when your card expires, a new card will be automatically mailed to you.

You can contact us or login to your Proficient Connect account to replace or account or report your card lost or stolen.

Proficient Connect is a secure, easy to use, state-of-the-art online participant portal and mobile app. Manage your account, any-time, any-where, and from your favorite device! Enjoy having the ability to:

  • Check, on-demand, the eligibility of an item with the eligibility scanner through the App

You can contact us or login to your Proficient Connect account to reset your password. You must contact us to unlock your account.

Direct Deposit Reimbursement

Take the hassle out of check deposit! Elect to receive your reimbursements by Direct Deposit rather than check. You can update your reimbursement preference anytime by logging into your Proficient Connect account. Simply go to ‘My Account’, select ‘Reimbursement Settings’, add your bank instructions*, and enjoy receiving timely reimbursements direct to your bank account!

*Bank instructions added through Proficient Connect will reflect a ‘Pending Validation’account status until you verify the micro deposits (typically between $0.05 and $0.25). Once the micro deposits are placed in your account a ‘Validate Account’ option will appear. Simply validate the micro deposits and your preference update will take effect!

Text Communication

Participants can elect to receive account balances and important plan reminders through Text. You can update your reimbursement preference anytime by logging into your Proficient Connect account. Simply go to ‘Communications’, select ‘Manage my Communications’, register the phone number you would like to receive text communications at, update ‘Assigned Notifications’, and enjoy receiving important plan information and reminders in a quick and easy to read text message.
