On July 11th, the House Committee on Ways and Means will begin its consideration of several bills aimed at expanding Consumer Directed Healthcare and lowering premiums. Here is a quick list of three key bills under consideration:
- H.R. 6199 – this bill would eliminate the ACA requirement to obtain a prescription for over the counter medications and would also provide for the inclusion of menstrual care products as qualified medical expenses.
- H.R. 6305 – this bill would improve access to HSAs by, among other things, permitting an individual to make HSA contributions even if their spouse is enrolled in an FSA, as long as that FSA does not also reimburse the HSA spouse’s expenses.
- H.R. 6313 – this bill would permit balances in an FSA to carry forward each year.
There are additional bills included in this markup that will be under consideration. Read the full committee markup press release here.
We at Proficient Benefit Solutions support all legislation designed to make Consumer Directed Healthcare, (FSA, HRA and HSA) more accessible to the average American worker. Our hope is that these bills, which appear to show bipartisan support, will be passed before the house breaks for their summer recess in August.
