Last week, we shared the President's announcement of guiding principles for Congress to follow in developing a bill that will eliminate surprise medical billing. House Energy and Commerce Committee Chairman Frank Pallone (D-NJ) and Ranking Member Greg Walden (R-OR) introduced a bipartisan discussion draft, the No Surprises Act. In short, this legislation hopes to:
- Prohibit surprise medical bills and hold patients harmless in emergency situations
- Increase transparency and empower patient choice
- Prohibit surprise bills from providers the patients cannot reasonably choose
- Establish benchmarks for resolving out-of-network payment disputes between providers and insurers
- Encourage the creation of a state all payer claims database
